PROPOSALS FOR CREEDMOOR REVEALED

At the April 1 meeting of Borough Hall's Creedmoor Task Force, a presentation was made by the United Jewish Housing Organization, and a plan by a Flushing consortium was distributed.

It had been known for some time that the Satmar community in Williamsburgh had an interest in   spinning off a community in Eastern Queens.  Their plan was sketchy at best, and they were told to come back when they had more details. Following is the brief plan they presented in writing.  There were few questions after the presentation because there was so little information given about their needs for buildings at Creedmoor.
 
 

Satmar Proposal

To: Northeast Queens Civic Group

As per our meeting on 3/24 with Boro President Claire Shulman we are presenting to you our proposal for North East Queens. 

Our plan calls to establish an orthodox community in North East Queens by purchasing condo-miniums, private houses, and rentals in the surrounding area of Creedmoor Psychiatric Center. Initially, we expect to attract two to three hundred families to North East Queens.  It is anticipated that it will grow to two to three thousand families.  To make this happen, we need to establish our institutional infrastructure in Creedmoor.  We need faculties for yeshivos-boys' and girls' (for about five to seven thousand school children), Synogogues, Mikvas, Kollel, schools of higher education and affordable living units for faculty members. 

Please help us implement this plan.

The Rabbi made it clear that the proposal was inclusive of other orthodox communities, not just Satmars.  It was clear also, however, from the phrasing of the statement that Reformed Jews are not included.
 
 

Health-care Proposal

A second proposal was distributed by a group which Claire Shulman said her office knew nothing about and had not met.  It was a thick printed pamphlet that spoke mostly about the growing population of the elderly was totally absent of any details about which buildings or how much space was needed, or how they would finance the establishment of this facility at Creedmoor. The proposal was submitted by J. D. Thakral.  The preamble of this proposal reads as follows:
 
 
We are honoured to submit a proposal to utilize the Creedmoor property to establish and operate a long term health care delivery system on a "Not-for-Profit" basis. 

A proposal describing the statistical, programmatic and operating characteristics is submitted. 

In addition, we would like to establish a Credit Union, a community based, owned and operated financial institution.  This credit union will be a conduit in providing business and financial advisory services to its own community development projects.  An outline describing the credit union concept is being submitted. 

In addition, I am providing the names of the Core Group whom I am connected with, are people from the local community: (names available at the Civic Meeting.) 

It is important to state that our Group represents a highly educated, community oriented and committed professionals.  We are dedicated to implement such projects with local supporters who are involved in civic or community organizations in the neighborhood… 

"The proposals submitted are within the scope and definition of Goals and Criteria established by the Working Group on Creedmoor.

We will discuss these plans at our April 13th meeting.   The proper re-use of Creedmoor is essential to our community's future.

COMMUNITY CALENDAR

April 11 Barnyard Easter Egg Hunt at the Queens County Farm Museum.  Noon to 4 PM. Admission: $2. per person.
April 14/15 Children's Spring Entertainment at the Queens County Farm Museum.  11 AM, 1 PM, and 3 PM.  Different programs each day.  Tickets are $4.00 each per person.  Shows are designed for children 5-12.  Please call 347-FARM for details.
April 25 Queens Civic Congress Spring Luncheon.  Reception House, Flushing. Archie Spiner, Deputy Majority Leader of the City Council is the keynote speaker.  Advance reservations: $23.  At the door: $25.  Lunch will be complete with fruit cup, celery and olives, rolls, entrée choice of chicken or roast beef, with vegetable and potato, ice cream, coffee/tea/decaf. April 26 20th Annual Antique Auto Show at the Queens County Farm Museum.  Admission: $4.  Children $1. (12 and under.)  Hours: 11 AM – 4 PM.
April 27  Community Board 13 at 
7:30 PM at the Queens Reformed Church, Springfield Blvd. and Jamaica Avenue.
May 3  Spring Fest at the Queens County  Farm  Museum.  11 AM –5PM. 
Admission: $2. per person, children 12 and under $1.  Enjoy country western music and dance, shop our spring plant sale, crafts and collectibles, and more.
May 6 Joint Bellerose Business District Development Corporation, 6:30 PM at Bellerose Village Hall.
May 9 Plant sale by Martin Van Buren High School's Horticulture Class at the Queens County Farm Museum.

 
 

CIVIC CONGRESS LUNCHEON SET FOR APRIL 25

The Queens Civic Congress is holding its first Borough-wide luncheon at Flushing's Reception House (Northern Boulevard at 160th Street) on April 25 at Noon.

Creedmoor Civic will be represented with a table of 10.  We ask that all those who said at our March meeting that they were willing to attend: please remember to bring your checks to the April meeting.  Each ticket will cost the attendee $11.50 per person.  The payment must be made out to the Creedmoor Civic Association since we have already paid for the tickets.
 
 

BLOCK PARTY RULES

Following are the rules promulgated for those interested in holding block parties:

The sponsor of a block party is responsible to have a petition signed by at least 51% of the homeowners that they are in agreement with having block party on their block.  The petition must be attached to the block party application. 

The application must be filled out, properly signed, and brought to Community Board 13's office  90  days  before the event is expected to take place. 

Block  parties of one day, one block must terminate no later than 9 PM. 

Remember, no personal checks: a $15. money order made out to the New York City Department of Finance must accompany your application. 

It is the sponsor's responsibility to ensure that street and sidewalks are cleaned following the event. 

Sound Permits: Due to a court ruling in December, sound permits will be issued at no cost to the applicant.  However, all other rules relating to sound permits are still in effect. 

Reminder: in conjunction with the 1996 Local Law 13, sound permits shall be valid until 8 PM or sunset, whichever is later.
